Public Footpth 131 exists on site we urge you to walk it. To help you find the ROW on this site here are some pictures and Maps . The FP 131 is a recognised Public Footpath (PF) it also features on the 1955 Sheet 12 NW OS Map . Whilst the path appears to be in the middle of the Field to the West of Royds Hall Lane it was originally the path that connected Hall Farm to Royds hall Cottages at the top of the hill.

Thise that use FP 131 know that it has been impeded by large barncehes and allowed tro grass over for soem mysterious reason . I draw to your attention the failure of both ethe council to maintain it and for that matter access toit from the verge - Site of Proposed Village Green . The good news is members of the local community will be clearing the path due toi safet y concerns and ensuring Right of Acces is maintained

A map of all the ROW will be available here soon please note thta there is also a public footpath at the side of Royds hall farm Public FP 129 which takes you down to Horse Close Bridge . It is currently obtructed by 25 T of Cattle Manure . Enforcement concerns have been highlighted and resloution is awaited from the Council ROW Officer Fiona Plane who informs me that she has attempted to contact Mr Martin through the agent but there has been unacceptable delay. in such situation it would justifiable for the council to act by putting a safe crossing in and sending the bill to the owner rather than risking substantial claim if user harms themselves to the detriment of the council and the victim

Update

FP131 was obstructed with 4 strands of barbed wire circ 20th July 05. We have again informed ROW team with an enquiry that has been outsttanding for some 3-4 months . It is our understanding that the correct course of Enforcement action is as follows below , confirmed by 3 other nearby Local Autorities. We have learned 4th August that the bottom fence is actually the responsibility of the Council and the Wooden fence at the Top of the Field the Farmer Mr Martin

The council must make the farmer aware of this matter . If action id lacking , then the council may serve notice oin the landowner and carry out work to install a stile. There is a legal obligation on the council to contribute 25% of the cost and the landowner the remaining 75% .There is a duty of care implicit on both parties and an obligation under ytthe new CROW ( Countryside Rights of Way Acts)

We do sympathise with the use of the land for agriculture . The land owner however is awrae of the existance of the ROW as indicated on the Planning File 98/1609/OUT where substantial provision was made for maintaining access should any developement occur, the couincil reliably inform us that the owners agent has been informed and no reply have been forthcoming from the land owner ( Dacre Son and Hartley). we have made the agent aware as of 21/07/05. The sensible solution is to sstile or gate the access and egress points in the light of heavy traffic at Royds Hall farm

Another FP Issue 129

Interestingly this map sheet reports consistent evidence by older walkers that the ROW at FP129 actually , as would be anticipated from the old coach route from Huddersfield , Goes directly between Royds Hall and Royds Hall Farm on the farm yard area . It can be seen here on the scale plan skectched from the OS interpretation To Follow

The Old Gate exit to the Royds Hall Lane

This Wall was put in to annex the gate entry / exit through the farm area in front of the Barn

A stile was moved toward the picture the step stones just visible diverting pedestrians onto Royds Hall Lane . The blocked gate exits the field just in front of the lamp post and leads onto the farmyard between buildings namely the old courthouse and onward to Horse Close Bridge and Packhorse Route.

Thediverted path from the Right of Way whcuh has been currently implemented takes unsuspecting walkers around the side of the barn and blocks the view of the Right of Way down to Horse Close via a barbed wire enclosure full of cattle manure 8 ft high.

We currently have full witness accounts of the yard being used together with historic maps and deed titlements that indicate its use . We have asked ROW Team to intervene regading this matter

The matters of Public ROW has been raised with ward Councilor Mr XX and I will update those concerned on this page .

A ROW is not a charity , or act of appeasement it belongs to YOU and in this case FP 131 would allow the children off the road until the HGV and the adjacent Ancient Highway issues and Operating Centre for Heavy plant are clarified to and by the Traffic Commisioner by way of Public Enquiry

 

Royds Hall Scheduled Ancient Highway

Royds Hall Lane is a Scheduled Ancient Highway to be maintained in character , not only that , Scheduled Ancient Highways in Law attain special privileges . This Highway included on the Outline Plan 05/0197/OUT will be no pushover for developers , The Ancient Highway is also Privately owned as we understand it, does not belong, indeed like the site of the Proposed Village Green , to the owner of the Large fiields the subject of much concern. Position On ROW Bradford South

 

We have requested full involvement and information on from the ROW Team on these issues and futher information will be placed here in the near future. Foorpaths in Bradford South unlike other areas of Bradford have not yet been foramlly legalised by Bradford Council on a Definitive ROW Map . We advise that under the Wildl;ife And Countryside Act this process can be enacted by simply supplying an evidence shain to the local authority on its use and a request for it to be placed on the definitive Map made . A procedure will follow which if the Council Sit on it would allow the intervention of the Secretary of State and Public Enquiry . We seek an answer as to why Definitive ROW have been long outstanding in this area and will raise this with our MP
